I have a question about the measurement for the skirt from the ruffle fabric. If I use the hip measurement as in the tutorial for the waist then the waist is 8 inches too big. Do you gather the waist to fit the elastic. And if I did that then will it fit over the hips to get it on? Thanks!
Greetings Christine! Great thinking:) Yes, it will be gathered to fit and be sewn into the elastic band, which will be to your waist measurement. Depending on the elasticity of the band, it should be able to stretch over your hips. If not, the skirt can always be worn over your head and pulled down. Hope that helps!
